What screening actually looks like here

The District has some of the strongest tenant record protections in the country. The Eviction Record Sealing Authority and Fairness in Renting Amendment Act provides for sealing most eviction records, and the Fair Criminal Record Screening for Housing Act requires a landlord to make a conditional offer before asking about criminal history at all. The practical catch for DC renters is jurisdictional: a large share of the region's inventory sits in Maryland and Virginia, where those protections do not apply, so an applicant searching across the metro is screened under three different rulebooks.
